6.B. - Page 35 <br /> EXHIBIT "D°' <br /> THE SECRETARY QF THE INTERIOR'S STANDARDS FOR REHABILITATI4N <br /> Summary <br /> 1) A property shall be used for its historic p�rpose or placed in a new use that requires <br /> minimal change ta fihe defining characteristics of the b�ilding and i#s site and <br /> environment. <br /> 2) The historic character of a praperky shall be retained and preserved. The removal of <br /> historic materials or alteration of features and spaces that characterize a pro�erty shall <br /> be avoided. <br /> 3) Each praperty sha[I be recognized as a physical record of its time, place, and use. <br /> Changes that create a false seRSe of historical �evelopment, such as adding conjectural <br /> features or architectural �lements fram other buildings, shall not be ur�dertaken. <br /> 4) Most properties chang� over time; those �hanges that have acquireci historic <br /> signi�icance in their own righf sha�l be retained ar�d preserved. <br /> 5) Distincti�e featt�res, finishes, and oonstructian techniq�es or examples of craftsmar�ship <br /> that characterize a histaric property shall be preserved. <br /> 6) D�teriarated historic#eatures shail be repaired rather than replaced. Where the se�erity <br /> of deterioratia� requires replacement�fi a distinctive feature, the new feature sha11 match <br /> the old in cEesign, calor, texture, and other�isual qualities and, where possible, materials. <br /> Replacement of missing features shall be substantia�ed by dacur�entary, physical, or <br /> pictorial evidence. <br /> 7) Chemical or physical treatments, such as sandblasting, that cause damage ta historical <br /> materials shal[ not be used. The surface clearting ofi structures, if approPriate, shall be <br /> undertaken using the genflest means possible. <br /> S} Significant archeological resources affected by a project shal( be protected and <br /> preserved. If such resources must be disturbed, mitigation measures shall be <br /> undertaken. <br /> 9} New additions, exterior alteratrons, or related new construction shall not destroy historic <br /> materials tha# characterize the property.
