4.1.C. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er December 9, 2013 SUBJECT Amendment No.1 to professional services agreement with Bellecci and Associates for civil engineering and design services for the Middlefield Road Underground Utility District and Streetscape Project RECOMMENDATION By motion, approve and authorize the City Manager to execute Amendment No.1 for $30,220.00 to the agreement with Bellecci and Associates for additional civil engineering and design services for the Middlefield Road Underground Utility District and Streetscape Project for a total contract amount of $140,220.00. BACKGROUND On December 12, 2011, the City Council approved and authorized the execution of an agreement with Bellecci for civil engineering related to the Middlefield Road undergrounding. The agreement includes underground utility locating and mapping of the existing utilities, preparation of a boundary map and legal description of the underground district, and preparation and distribution the Joint Trench Intent Drawings (Intent Drawings) for a total amount of $110,000. Amendment No.1 in the amount of $30,220 will increase the total of the agreement to $140,220. ANALYSIS The scope of services under Amendment No.1 includes adjustments to the adopted boundary map required by PG&E, revisions to the legal description, distribute resubmittals to the utility companies and coordination with the utility companies during their review phase of the Intent Drawings. For the streetscape design, additional information about the right-of-way is required to determine the feasibility of design alternatives. Bellecci will prepare a property analysis related to the existing street cross sections. This analysis will serve as the basis for the preliminary streetscape design alternatives and cross sections from Main Street to Woodside Road. They will also prepare construction cost estimates. They will finalize a City/County cost sharing ratio exhibit for an agreement between the City and the County required by the PG&E Rule20A Program.
