Other than the administrative fee, there will be no fiscal <br /> impact to the building permit applicant unless the applicant does not comply with the <br /> ordinance. A deposit (based on Master Fee Schedule and placed in a fund designated <br /> to further promote the development and expansion of recycling and waste reduction <br /> programs) will be charged at the beginning of the permitting process and shall be <br /> returned upon proof that the applicant has diverted from landfills no less than the <br /> required percentage of C&D debris generated by the project. If a lesser percentage of <br /> tons than required were diverted, a proportionate share of the deposit will be returned <br /> and the City shall retain the remainder.
