4.1.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 9, 2013 <br /> SUBJECT <br /> Award of Contract — Sewer Force Main Replacement Project (from P.S. # 1 to MH) <br /> RECOMMENDATION <br /> By motion, (a) approve the contract documents and award the standard form contract <br /> 00520 for the Sewer Force Main Replacement Project (from P.S. # 1 to MH) to KJ <br /> Woods Construction Inc. of San Francisco, California for their responsive and <br /> responsible low bid of $268,000.00 and authorize the City Manager execute the contract <br /> and to increase the contract amount, if necessary, up to 10% of the amount awarded, <br /> not to exceed $294,800.00 and (b) determine that this project is exempt from CEQA. <br /> BACKGROUND <br /> The project consists of approximately 1,242 linear feet of 10-inch high density <br /> polyethylene (HDPE) pipeline that will replace the existing pipe along Marine Parkway <br /> from Sewer Pump Station No.1 to existing manhole in Redwood Shores. The new force <br /> main will be constructed using traditional open cut method. The contractor will also <br /> resurface the affected roadway areas, install new air release valves and replace existing <br /> traffic loop detectors. This project will restore the reliability and improve the overall <br /> functionality of the sewer collection system in Redwood Shores Area. <br /> ANALYSIS <br /> Seven bids were received for the Sewer Force Main Replacement Project on October <br /> 23, 2013 and are summarized below. <br /> BIDDER BID AMOUNT <br /> K.J.Woods Construction Inc.—San Francisco $268,000.00 <br /> Express Plumbing and Sewer Service—San Mateo $297,410.00 <br /> Casey Construction Inc.—Emerald Hills $315,460.00 <br /> J & M Inc.-Livermore $317,961.00 <br /> Stoloski& Gonzales, Inc.-Half Moon Bay $378,091.00 <br /> Conquest Contractors Inc.-San Francisco $420,000.00 <br /> Platinum Pipeline - Dublin $532,800.00 <br /> The low bid of $268,000 submitted by K.J. Woods Construction Inc. is 7.78% lower than <br /> the engineer's estimate of $290,000. Staff reviewed references provided by KJ Woods <br /> Construction Inc. for similar completed projects. The references provided satisfactory <br /> feedback in regards to accountability and performance of the contractor. Based on the <br />
