EXHIBtT "D" <br /> THE SECRETARY OF THE INTERIOR'S STANDARDS FOR REHABILITATION <br /> Summary <br /> 1) A property shall be used for its historic purpose or placed in a new use that requires <br /> minimal change to the defining characteristics of the buildin9 and its site and <br /> environmerrt. <br /> 2} The historic c�aracter of a property shall be retained and preserved• The removal of <br /> historic materiats or alteration of features and spaoes that characterize a property shaU <br /> be avaded. <br /> 3) Each property shall be recognized as a physical recard of its time� place, and use. <br /> Changes that create a false sense of historical development,such as adding canjectural <br /> featunes or archft�ural elements from other bufldings, shall not be undertaken. <br /> 4} 11A�t propertias change over time; those changes that ha�ne aoquired historic <br /> significanc�e in their own right shaU be retained and preserved. <br /> 5) Distinctive features,finish�� and canstruction techniques or examples of creftsmanship <br /> that characterize a historic property shall be preserved. <br /> 6) Deteriorated histaric features shall be repaired rather than replaced. Where the severity <br /> of deterior�tion requires replacement of a distinctive feature,the new feature shall match <br /> the dd in design�color,texture�and other visual qualities and,where possible, materials. <br /> ReplaoemeM of missing features shall be substantiated by documentary, physical, or <br /> pictorial evidence. <br /> � Chemical or �ysical treatments, such as sandblasting� that cause damage to historical <br /> materials shall not be used. The surfac;e cleaning of structures, ff appropriate, shatl be <br /> undertaken using the gentlest means possible. <br /> 8} Signi�cant archeologicat resources affected by a project shall be protected and <br /> preserved. If such resources must be disturbed, mitigation measures shall be <br /> undertaken. <br /> 9) New additions, exterior atterations, or related new construct�on shall not destroy historic <br /> materials that characterize the property.
