Groundwater VOC and Fuel General Permit ORDER NO.R2-2012-0012 <br /> NPDES NO.CAG912002 <br /> to the Discharger by the Executive Officer and the Environmental Laboratory <br /> Accreditation Program (ELAP) upon the Discharger's request with justification. <br /> B. Groundwater Reuse Specifications (For Dischargers that Reuse All or a Portion of Treated <br /> Groundwater) <br /> 1. Reuse Policy: As noted in the findings, the Regional Water Board adopted Resolution No. <br /> 88-160 on October 19, 1988. The Resolution urges dischargers of extracted groundwater <br /> from site cleanup projects to reuse their effluent and that when reuse is not technically andlor <br /> economically feasible, to discharge to a POTW. <br /> 2. Reuse Allowed: This Order permits reuse of extracted treated groundwater in conjunction <br /> with the discharge to surface water. Reuse of extracted treated groundwater can take many <br /> forms, such as irrigation of landscaping or agriculture, dust control or soil compaction on <br /> construction sites, and industrial water supply. <br /> 3. Water Reuse Specifications (Water Reuse Only) <br /> a. Water for beneficial reuse shall meet the requirements in Section IV.A -Effluent <br /> Limitations. <br /> b. Water reuse activities shall be described in the Discharger's NOI, including the method of <br /> any additional treatment and the location and type of water reuse. <br /> c. The reuse of treated groundwater shall not impair the quality of waters of the State, nor <br /> shall it create a nuisance as defined by CWC section 13050(m). <br /> d. Adequate measures shall be taken to minimize public contact with the reused <br /> groundwater and to prevent the breeding of flies,mosquitoes, and other vectors of public <br /> health significance during or after the process of reuse. <br /> e. Appropriate public warnings must be posted to advise the public that the water is not <br /> suitable for drinking. Signs must be posted in the area, and all reused water valves and <br /> outlets appropriately labeled. <br /> £ There shall be no cross-connection between the potable water supply and piping <br /> containing treated groundwater intended for reuse. <br /> g. Water reuse consisting of recharge or reinjection is not authorized under this Order. Any <br /> reinjection must be performed in accordance with a cleanup order approved by the <br /> Regional Water Board, or another lead oversight agency. <br /> V. RECEIVING WATER LIMITATIONS <br /> A.
