Groundwater VOC and Fuel General Permit ORDER NO.R2-2012-0012 <br /> NPDES NO.CAG912002 <br /> Average Monthly Effluent Limitation (AMEL) is the highest allowable average of daily discharges <br /> over a calendar month, calculated as the sum of all daily discharges measured during a calendar month <br /> divided by the number of daily discharges measured during that month. <br /> Bioaccumulative pollutants are those substances taken up by an organism from its surrounding medium <br /> through gill membranes, epithelial tissue, or from food and subsequently concentrated and retained in <br /> the body of the organism. <br /> Carcinogenic pollutants are substances that are known to cause cancer in living organisms. <br /> Coefficient of Variation (C� is a measure of the data variability and is calculated as the estimated <br /> standard deviation divided by the arithmetic mean of the observed values. <br /> Detected, but Not Quantified (DNQ) are those sample results less than the RL,but greater than or <br /> equal to the laboratory's MDL. <br /> Dilution Credit is the amount of dilution granted to a discharge in the calculation of a water quality- <br /> based effluent limitation,based on the allowance of a specified mixing zone. It is calculated from the <br /> dilution ratio or determined through conducting a mixing zone study or modeling of the discharge and <br /> receiving water. <br /> Duly Authorized Representative is one whose: <br /> a. Authorization is made in writing by a principal executive officer or ranking elected official; <br /> b. Authorization specifies either an individual or a position having responsibility for the overall <br /> operation of the regulated facility or activity, such as general partner in a partnership, sole <br /> proprietor in a sole proprietorship, the position of plant manager, operator of a well or a well <br /> field, superintendent,position of equivalent responsibility, or an individual or position having <br /> overall responsibility for environmental matters for the company(A duly authorized <br /> representative may thus be either a named individual or any individual occupying a named <br /> position). <br /> Effluent Concentration Allowance (ECA) is a value derived from the water quality criterion/objective, <br /> dilution credit, and ambient background concentration that is used, in conjunction with the coefficient of <br /> variation for the effluent monitoring data,to calculate a long-term average(LTA)discharge <br /> concentration. The ECA has the same meaning as waste load allocation(WLA) as used in USEPA <br /> guidance (Technical Support Document For Water Quality-based Toxics Control, March 1991, second <br /> printing, EPA/505/2-90-001). <br /> Estimated Chemical Concentration is the estimated chemical concentration that results from the <br /> confirmed detection of the substance by the analytical method below the ML value. <br /> Field Blank is defined as an individual sample demonstrated to be free from the contaminants of <br /> interest and other potentially interfering substances, and treated as a sample in all respects, including <br /> exposure to grab-sampling site conditions, storage,preservation, and all analytical procedures.
