ATTACHMENT F—FACT SHEET <br /> As described in Section II of this Order, this Fact Sheet includes the legal requirements and technical <br /> rationale that serve as the basis for the requirements of this Order. This Order has been prepared under a <br /> standardized format to accommodate a broad range of discharge requirements for dischargers in <br /> California. Except where identified as "not applicable", all sections or subsections are applicable to the <br /> discharges regulated under this Order. <br /> This Order is intended to cover discharges of extracted and treated groundwater resulting from the <br /> cleanup of groundwater polluted by volatile organic compounds (VOC), fuel leaks, and other related <br /> wastes. This Order combines two previously issued Regional Water Board orders: <br /> a. R2-2006-0075,NPDES General Permit for the discharge of extracted and treated groundwater <br /> resulting from the cleanup of groundwater polluted by fuel leaks and other related wastes at <br /> service stations and similar sites (Fuel General Permit), and <br /> b. R2-2009-0059,NPDES General Perxnit for the discharge of extracted and treated groundwater <br /> resulting from the cleanup of groundwater polluted by volatile organic compounds (VOC <br /> General Permit). The VOC General Permit remains in effect and the dischargers authorized <br /> under this permit will need to seek coverage under this Order no later than April 3, 2014. <br /> I. PERMIT INFORMATION <br /> From 1980 to date, approximately 11,000 sites with underground fuel or VOC storage tanks in the <br /> San Francisco Bay Region are known to be leaking or to have leaked. Historically, a number of <br /> these sites were cleaned-up by extracting and treating contaminated groundwater and discharging <br /> treated groundwater to surface water. Because the number of such applications exceeded the <br /> capacity of available Regional Water Board staff to develop and bring individual waste discharge <br /> requirements to the Regional Water Board for adoption, in the early 1990s, the Regional Water <br /> Board issued National Pollutant Discharge Elimination System(NPDES) General Permits to cover <br /> such discharges. <br /> In 1991,the Regional Water Board issued the Fuel General Permit. This permit was reissued in <br /> 1996, 2001, and 2006. The 2006 permit(Regional Water Board Order No. R2-2006-0075) expired <br /> on January 12, 2012. There are 20 current Dischargers covered under this pernut. In 2011, 18 <br /> Dischargers submitted Notice of Intent(NOI) applications to either continue discharging or initiate <br /> the discharge of treated groundwater to surface water under the Fuel General Perxnit after it expires. <br /> In 1994, the Regional Water Board issued the VOC General Permit. This permit was reissued in <br /> 1999, 2004, and 2009. The current VOC General Permit(Regional Water Board Order No. R2- <br /> 2009-0059) was adopted on August 12, 2009,became effective October 1, 2009, and expires <br /> September 30, 2014. There are 56 current Dischargers covered under this permit. <br /> The Fuel General Permit needs to be reissued because 18 Dischargers have submitted NOI <br /> applications to either continue discharging or initiate the discharge of treated groundwater to surface <br /> water.
