Vice Mayor Ruskin said he wished they had thought of this method earlier, <br /> and "this presents us a with a new tool for future task forces that when they start, they <br /> might immediately ask themselves the question, 'should we bring someone on to help <br /> look at the situation, responsible not to the staff, but to the task force itself.' " <br /> Council Member Leipzig said, "I think we have a basic, fundamental difference of <br /> philosophy here. I think to spend $10,000 on a Consultant when we have perfectly <br /> capable public employees and an Arborist, Gordon Mann, is a waste. The Parks and <br /> Recreation Commission has been utilized with this Task Force. I think they can be <br /> utilized some more. Thank you for your answer." <br /> 3.1. WARRANTS, PAYMENT TO CATHERINE FRASER, FRASER ADVERTISING; <br /> COUNCIL MEMBER LEIPZIG ASKED FOR DISCUSSION WITHOUT REMOVING <br /> ITEM FROM THE CONSENT CALENDAR. (304) <br /> In response to Council Member Leipzig's questions regarding the Warrants and the <br /> payment to Catherine Fraser, City Manager Everett explained that Ms. Fraser's <br /> company worked with the City's Human Resources Department and developed <br />- recruitment ads and appropriate advertising for all the City's job opportunities. He said <br /> the rate for newspaper space that Ms. Fraser charges the City is the same from her <br /> company as it would be if the City bought it directly from the newspaper. <br /> Council Member Leipzig said that newspapers have people on staff to help write and <br /> place ads, and asked that Staff provide more information on actual costs. <br /> MEMO 7/7/98 <br /> Catherine Fraser, Fraser Advertising, Middlefield Road, described her Company's <br /> services and said her rates were less expensive or the same as if the City bought the space <br /> directly from the newspaper.
