He stated that the City Council is deficient in <br /> comparison to a board in the private sector and was concerned that the ordinance <br />- approving the Rolls was on the consent calendar at the Council Meeting. He appealed to <br /> Council Member Leipzig for his expertise in real estate, to Council Member Ira for his <br /> expertise in fmance, and to Council Member Bain, a candidate for election. Once again, <br /> he expressed concern regarding the brevity of meetings regarding this issue. City <br /> Manager Everett explained that the process consists of four phases. First, the <br /> assessment is done, then there is a legal setting of the roles, then people are given a date <br /> by which they may appeal. Staff works with them through this part of the process. <br /> Then, in December the item is brought to Council to set the tax roll and pay the bonds. <br /> Chair Howard announced that appeals should be filed by September 25, 1998, and the <br /> Hearing will be conducted on December 7, 1998, at 7:00 PM, or as soon thereafter that <br /> time as possible. Mr. Murphy stated that his quarrel is with the current meeting. He was <br /> informed that the Board is equalizing the roll and receiving information. Upon Director <br /> Bain's question asking how many appeals had been received the previous year, he was <br /> informed there was one. <br /> City Attorney Schricker stated that categories of properties on the Assessment rolls <br /> are determined and appropriate attention is given to each category. Individual appeals <br /> will be brought to the Board at a later time. The current action would just equalize the <br /> rolls. If the Board has any questions, this is the time to raise them. The Board has been <br /> fully informed by the consultant and received all necessary material. <br /> Director Hartnett stated that it is helpful to the Board to have citizens give time and <br /> attention to this issue, and expressed appreciation for Mr. Murphy's effort.
