7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 13, 2014 <br /> SUBJECT <br /> Purchase of LED Street Lights <br /> RECOMMENDATION <br /> By motion, approve and authorize the purchase of LED street lights in the amount of up <br /> to $624,942.78 from American Electric Lighting's authorized distributor; and determine <br /> that the purchase of LED street lights is categorically exempt under CEQA. <br /> BACKGROUND <br /> On April 22, 2013, the City Council unanimously adopted the City's Climate Action Plan, <br /> which includes a commitment to replace current public lighting with more energy <br /> efficient lighting to help meet greenhouse gas reduction targets. Public Works is in the <br /> process of converting 2,618 of the City's street lights to energy efficient LED street lights <br /> over the next two years. <br /> ANALYSIS <br /> In October 2013, Public Works issued a request for proposals (RFP) for the supply of <br /> LED street lights. Award of a contract would be to the lowest responsible bidder whose <br /> offer conformed to the RFP and was most advantageous to the City. The City received <br /> three qualified bids that met the minimum performance criteria.
