7.1.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager January 13, 2014 SUBJECT Purchase of LED Street Lights RECOMMENDATION By motion, approve and authorize the purchase of LED street lights in the amount of up to $624,942.78 from American Electric Lighting's authorized distributor; and determine that the purchase of LED street lights is categorically exempt under CEQA. BACKGROUND On April 22, 2013, the City Council unanimously adopted the City's Climate Action Plan, which includes a commitment to replace current public lighting with more energy efficient lighting to help meet greenhouse gas reduction targets. Public Works is in the process of converting 2,618 of the City's street lights to energy efficient LED street lights over the next two years. ANALYSIS In October 2013, Public Works issued a request for proposals (RFP) for the supply of LED street lights. Award of a contract would be to the lowest responsible bidder whose offer conformed to the RFP and was most advantageous to the City. The City received three qualified bids that met the minimum performance criteria. American Electric Lighting was determined to be the lowest responsible bidder.
