7.1.E. - Page 3 <br /> FISCAL IMPACT <br /> Currently the City Attorney anticipates a budget of up to $10,000 -- $5,000 for filing <br /> comments and reply comments, and remaining money to be spent on authorization of <br /> the City Attorney if it becomes important to participate in meetings with FCC <br /> Commissioners and staff after the comment period has ended to press the coalition's <br /> position and respond further to other commentators. <br /> ENVIRONMENTAL REVIEW <br /> This action is not a "project" within the meaning of the California Environmental Quality <br /> Act because the engagement of counsel to make comment on proposed rules of a <br /> federal agency and joining a coalition for advocacy purposes will not cause a direct <br /> physical change in the environment nor a reasonably foreseeable indirect physical <br /> change in the environment.
