Per the Commission's recommendation, the fifth item would read: <br /> 5. Build new or expand existing community centers, recreational facilities, and other <br /> park improvements for the purpose of increasing public use of facilities. <br /> By adding this item to the Park Impact Fee Project List, Council is not approving any <br /> particular project, but rather identifying the opportunity to use these funds should the <br /> appropriate project is identified. Council also approves the appropriation of Park Impact <br /> Fees for each specific project. <br /> ALTERNATIVES <br /> Amend the Parks Impact Fee Project List as Council chooses. <br /> FISCAL IMPACT <br /> Park Impact Fees are placed in the Parks Impact Fund, a special Capital Improvement <br /> Program (CIP) fund maintained as required by California Government Code section <br /> 66006 for purchase of land and /or creation of additional park capacity. The collection of <br /> park impact fees does not prevent Council from using other CIP monies to purchase <br /> park lands. <br /> ENVIRONMENTAL REVIEW <br /> This action is not a "project" within the meaning of the California Environmental Quality <br /> Act because updating the Park Impact Fee Project List will not cause a direct physical <br /> change in the environment nor a reasonably foreseeable indirect physical change in the <br /> environment.
