7.2.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 13, 2014 <br /> SUBJECT <br /> Amendment of South Bayside System Authority's (SBSA) Joint Exercise of Powers <br /> Agreement (JPA) to change the name of the Authority to Silicon Valley Clean Water and <br /> to change the name of the Authority's Joint Powers Board to Commission of Silicon <br /> Valley Clean Water <br /> RECOMMENDATION <br /> Adopt a resolution approving and authorizing execution of a Supplemental Agreement <br /> VI to the JPA, and authorizing the City Manager to execute Supplemental Agreement VI <br /> to the JPA. <br /> BACKGROUND <br /> In 1969, the Cities of Belmont, San Carlos and Redwood City formed the Strategic <br /> Consolidation Sewerage Plan Authority (SCSP) to build a joint outfall for their then <br /> existing wastewater treatment facilities. In 1972, due to efforts of the Regional Water <br /> Quality Control Board and the USEPA to consolidate many small bay area wastewater <br /> treatment plants into larger regional facilities and with the addition of the West Bay <br /> Sanitary District, SCSP was renamed the South Bayside Systems Authority (SBSA) and <br /> a regional wastewater treatment system was built. It is believed that the SBSA name <br /> was derived from the San Mateo County Association of Bay Area Government (ABAG) <br /> area designation for the various "planning areas" in San Mateo County, which was <br /> "South Bayside" for the Belmont, San Carlos, Redwood City and Menlo Park area. <br /> Since May 2008, SBSA has been working on the implementation of the reconstruction <br /> and repair of the facilities built in the early 1980s. Those facilities served the population <br /> of the area well, but had come to the end of their useful lives and required the <br /> expenditure of several hundred million dollars to repair and replace in order to allow the <br /> continued treatment of the area's wastewater. In 2007, the SBSA Commission initiated <br /> development of a long -term Capital Improvement Program (CIP) to incorporate the <br /> needed work and authorized the implementation of the CIP in May 2008. <br /> ANALYSIS <br /> SBSA assessed that the cost of this work far exceeded the available funds in SBSA <br /> coffers and they identified the need to borrow money to accomplish the work.
