PROPERTY ACQUISITION <br /> A. GUIDING PRINCIPLES <br /> The City should consider acquiring properties if: <br /> • There is a demonstrated immediate public need <br /> • There is a master plan for the expansion of specific City services and facilities <br /> • The future land use is compatible with the General Plan, the City's Precise Plans <br /> and the City Council's Strategic Initiatives <br /> • The acquisition assists in assembling properties to promote City goals such as <br /> development of affordable housing or parkland or will become part of a portfolio <br /> of properties to lease for long -term revenue purposes <br /> B. PURCHASE <br /> The following guidelines apply to the purchase or rental of real property interests, whether in <br /> the form of fee title, leasehold interests, rights -of -way or easements; and whether leased or <br /> purchased with City funds or acquired via grants, donations, gifts, dedications via the <br /> development review process or property exchanges. <br /> 1. Acquisition with City Funds. <br /> The City Council should engage first in determining strategic objectives <br /> relating to property acquisition such as increasing park space or <br /> affordable housing stock.
