Honorable Board Members Page 3 February 27, 2013
The County of Alameda recently completed feasibility studies at County-owned properties
considered for inclusion in the R-REP; sixteen(16) of those sites, totaling approximately 8.7 MW,
a.re expected to be included in the solicitation. If a11 of the recommended renewable energy systems
at the 16 County properties are selected and paid for through a cash acquisition method, according to
the economic analysis presented in the feasibility studies, the total Alameda.County project budget
for the R-REP project would be approxima.tely $37,000,000. It is important to note that
approximately $12,500,000 of the estimated$37,000,000 budget would be associated with one(1)
large solar PV system at Building No. 14090 (Martinelli Event Center, 3575 Grreenville Road,
Livermore),with the remaining fifteen(15)County properties comprising approxima.tely
$24,500,000 of the projected cost. If all 16 of the County's recommended projects aze inistalled, the
total GHG annual emission reduction would be 4,000 metric tons of carbon dioxide(MTCOZ). This
is equivalent to the CO2 emissions from the electricity use of approximately 600 average homes for
one year.
The R-REP vendors will be selected through a fair, open and comperitive bid process and the Public
Contracting Code will be followed. Once vendors aze selected, the discretion to proceed with the
development of a project at each of the sites considered under the R-REP is retained by Participating
Agency Boazds and City Councils. GSA will return to your Board for approval of fiuture actions and
awards.
FINANCING:
There are no financial implications associated with approval of the recommended actions nor are
there penalties, financial or otherwise, associated with termination of the MOU by the County of
Alameda. Any parry may terminate the MOU at any time up to thirty(30) days prior to the issuance
of the Solicitation pursuant to the schedule developed by County of Alameda in collaboration with
the parties for such solicitation, or at any time after a Vendor is selected.
Respectfully submitted,
.
