g) The project site has similar characteristics to some of the lots in the Laurel Way <br /> Joint Venture Project: in the same neighborhood, similar steeply sloped lots, <br /> although the project site may be the steepest, the similar types of soil, and <br /> subject to similar concerns from the neighbors; and <br /> h) Because the project site is so similar and in such close proximity to the lots in the <br /> Laurel Way Joint Venture project, all of the analysis and reasons for adopting the <br /> El R alternative B, slope/density formula for square footage are also applicable to <br /> the project site lot and will determine the most appropriate square footage for <br /> development on the project site and therefore should also be applied to this <br /> project; and <br /> i) This formula provides the most appropriate home size in relation to the slope of <br /> the lot and ensures the most functional and aesthetic relationship between the <br /> building and site and the existing homes in the neighborhood, in accordance with <br /> the purpose of the Planned Development Permit (Article 46); and <br /> j) Using this formula also presents the best compromise between the owner's rights <br /> to develop his lot and the neighbors' concerns regarding the overall density and <br /> intensity of the neighborhood; and <br /> k) The formula requires a significant reduction in square footage from the home, <br /> requiring reapplication for a new design of the home as the Planning Commission <br /> cannot and does not approve the Planned Development Permit as proposed. <br /> This determination is based, in part, on the Notice of Official Action, the staff <br /> report and attachments prepared for the Planning Commission hearing on the Project <br /> and the appeal, each of which is incorporated herein by reference. <br /> 2. The Planning Commission hereby upholds the appeal by Nancy Krosse, <br /> on behalf of the Neighbors for Sensible Hillside Development and denies Planned <br /> Development Permit PD2012-02 for 3724 Laurel Way for a residence with a maximum <br /> floor area of approximately 2,900 square feet. <br /> 3.
