7.2.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 27, 2014 <br /> SUBJECT <br /> Award of Contract — Bair Island Storm Water Pump Station Project <br /> RECOMMENDATION <br /> By motion, determine the project is exempt from CEQA, approve, and authorize the City <br /> Manager to execute the contract documents and award the standard form contract for <br /> the Bair Island Storm Water Pump Station Project to Sanco Pipelines, Inc. of Los Gatos, <br /> CA for their responsive and responsible low base bid of $1,763,000.00 and an <br /> additional bid alternative of $150,000.00 for a total contract amount of $1,913,000.00, <br /> and authorize the City Manager to increase the contract amount, if necessary, up to <br /> 10% of the amount. <br /> BACKGROUND <br /> On January 28, 2013 Council approved the design service to upgrade and relocate the <br /> existing Bair Island Storm Pump Station. On June 24, 2013 Council accepted the <br /> Public Service Easement Deed granted by R.C. Peninsula Park, LLC for the area of the <br /> proposed new pump station. Design was completed and the construction bids were <br /> received on December 18, 2013. <br /> The new storm pump station capacity will be increased to handle the storm flow from a <br /> 100 year reoccurrence storm event. Additionally, the new pump station location will be <br /> more compatible with the traffic circulation planned for the area, which includes the <br /> newly constructed roundabout on Bair Island Road and a future vehicular bridge from <br /> Bair Island Road to Blomquist Street. <br /> ANALYSIS <br /> The five (5) bids received on December 18, 2013 are summarized below. <br /> Bidder Base Bid Amount <br /> Sanco Pipelines, Inc. $1,763,000.00 <br /> Anderson Pacific Engineering Construction, Inc. $1,777,000.00 <br /> Casey Construction, Inc. $1,821,004.00 <br /> JMB Construction, Inc. $1,878,100.00 <br /> Power Engineering Construction Co. $2,521,500.00 <br />
