7.2.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 27, 2014 <br /> SUBJECT <br /> Third Amendment to an Agreement with CSG Consultants, Inc., for Building Plan Check <br /> Services <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Third Amendment to the <br /> Agreement with CSG Consultants, Inc., for Building Plan Check Services in the Amount <br /> of $250,000, for a total amount of $625,000. <br /> BACKGROUND <br /> In June 2012, the City entered into an Agreement with CSG Consultants for Building <br /> Plan Check and staffing support services. This Agreement was in the amount of <br /> $55,000. Subsequently, two amendments to the Agreement have been approved by <br /> the City Council, bringing the Agreement to $375,000. <br /> ANALYSIS <br /> CSG provides considerable internal support for City staff in reviewing building plans, <br /> especially providing technical support for the permit counter and the City's One-Stop <br /> program. For a variety of reasons, the Building Division staffing has been undermanned <br /> for much of this fiscal year. Consequently, there is a greater reliance on the CSG staff <br /> to work with the public and provide a wide range of support services. This demand has <br /> therefore spent the funds in the Agreement at a pace greater than anticipated in June <br /> 2013 with the last amendment. <br /> The Agreement expires in June 2014, and the recommended amendment does not <br /> extend that date. Staff recommends adding $250,000 to the Agreement, for a total of <br /> $625,000, to assure sufficient professional staffing to meet the needs and expectations <br /> of the City's clients. <br /> Staff anticipates releasing an RFP for these professional services in February and <br /> having new professional services in place beginning Fiscal Year 2014/15. These <br /> contracted services are only a temporary measure to augment staff and to assure that <br /> in this period of booming construction demand the City can meet the needs and <br /> expectations of the citizens and the developers investing in the City. <br />
