8.A. - Page 2 <br /> include: operating the transfer facility; operating the recycling facility; disposal fees at <br /> Ox Mountain landfill; processing fees for composting organic material at Newby Island <br /> and Grover Environmental; debt services payment for revenue bonds issued in 2009 for <br /> the demolition, construction and renovation of the Shoreway facility; the cost for <br /> management of the SBWMA; and the franchise fee paid to the City of San Carlos. <br /> Revenue from the sale of the processed recyclable materials is used to offset these <br /> costs. Based on the Application and subsequent audit, the City's net cost for disposal <br /> and processing services at the Shoreway facility for rate year 2014 are projected to be <br /> $5,134,610. <br /> Public Notice and Outreach <br /> Pursuant to the procedural requirements of Proposition 218, the City mailed notices of <br /> the proposed 2014 rate increase for Unscheduled Services to ratepayers, posted the <br /> Notice at official posting sites and published in the local newspaper. <br /> ALTERNATIVES <br /> 1. Council may elect not to approve the recommendation, but in doing so may <br /> create the need for the City to subsidize payments for collection in order to <br /> comply with the terms of the Franchise Agreement. The City will incur interest <br /> charges as the proposed recommendation is based on a methodology contained <br /> in the Franchise Agreement. <br /> FISCAL IMPACT <br /> There is no cost impact to the City if the recommendation is approved. <br /> ENVIRONMENTAL REVIEW <br /> The City Council's action is not a "project" pursuant to CEQA Guidelines section <br /> 15378(b) (4) because the City is setting maximum rates for solid waste collection to be <br /> charged by Recology San Mateo County which are intended to fund on-going solid <br /> waste collection services, and as such, the action involves a funding mechanism or <br /> fiscal activity within the meaning of the CEQA Guidelines. <br /> A_ 52 gAid- <br /> ROSANNE S.
