7.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 27, 2014 <br /> SUBJECT <br /> Agreement with San Mateo County Transit District for City Permit Parking in the <br /> Sequoia Station Garage and Authority to Issue Permits <br /> RECOMMENDATION <br /> Adopt a Resolution approving and authorizing the City Manager to execute an <br /> Agreement with San Mateo County Transit District in an amount up to $180,000 for City <br /> Permit Parking in the Sequoia Station Garage and authorizing the City Manager to issue <br /> parking permits to the public. <br /> BACKGROUND <br /> The Sequoia Station garage spaces are anticipated to provide relief for the Marshall <br /> Garage, which is the other monthly permit location, by returning some of the Middlefield <br /> parking lot parkers back to that area of the downtown. The Middlefield parking lot was <br /> taken out of the City's inventory while Crossing 900 is under construction. Once that <br /> project is completed, the parking will be replaced and even more spaces will be <br /> available on nights and weekends. <br /> The demand and expectation for publicly provided permit parking spaces continues to <br /> grow as the economy has boomed for office space in Downtown Redwood City. Much of <br /> the office space does not provide on-site parking or parking to meet the demands of <br /> modern tenants. Consequently, the office and building owners historically look to the <br /> City to provide a supply of permit parking for these tenants. <br /> ANALYSIS <br /> An agreement has been reached with the San Mateo County Transit District to acquire <br /> access to 75 parking spaces in its Sequoia Station garage. These spaces will be made <br /> available to the City for the market rate of $100/month/space, as determined by a study <br /> by the District. The Agreement term is month-to-month, but staff anticipates a need for <br /> two years, to generally coincide with the anticipated timeframe for completion of the <br /> Crossing 900 project. Consequently, the total value of the Agreement is $180,000. <br /> The Municipal Code, section 20.150, establishes permit parking facilities and rates for <br /> City garages and lots. It does not identify the Sequoia Station garage as a facility under <br /> the permit parking program. Because the Sequoia Station garage will not be a <br /> permanent fixture to the City's permit parking supply, staff is not recommending an <br /> ordinance amendment to include it as a permanent parking facility.
