7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 27, 2014 <br /> SUBJECT <br /> Resolution of Local Support for C/CAG Priority Development Area Planning Grant <br /> RECOMMENDATION <br /> Adopt a "Resolution of Local Support" supporting the application for funding assigned to <br /> C/CAG. <br /> BACKGROUND <br /> In October 2013, the City/County Association of Governments (C/CAG) issued a call for <br /> projects for Priority Development Area (PDA) Planning Programs. The goal of the <br /> program is to provide resources for planning activities such as station area/PDA <br /> planning, transit and employment studies, bicycle and pedestrian planning, or transit <br /> corridors and transit-oriented development. Planning activities should support surface <br /> transportation systems. <br /> ANALYSIS <br /> Staff recommends the City adopt a resolution supporting an application for C/CAG <br /> Priority Development Area planning grant funds of up to $500,000 for a two-pronged <br /> approach to improving transportation in and around the downtown area and committing <br /> the matching funds if the grant it awarded. Staff proposes to conduct a land use <br /> planning and feasibility study for the following: <br /> 1. Examine pedestrian, shuttle, taxi, and bicycle connections as well as train <br /> platform improvements and efficiencies in the parking lots around the Downtown <br /> transit center. <br /> 2. Conduct an economic analysis for the feasibility of a streetcar running along <br /> Broadway from the Downtown transit center to the Stanford in Redwood City <br /> project. <br /> The required local match is 11.47%, which could require City contribution of up to <br /> $57,350. The final amount will be determined later in the spring. <br /> ALTERNATIVES <br /> City Council may choose not to adopt a resolution of support for the C/CAG Priority <br /> Development Area Planning Grant. <br />
