7.1.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 27, 2014 <br /> SUBJECT <br /> Installation of Stop Signs on Valota Road at Silver Avenue <br /> RECOMMENDATION <br /> Confirm determination that the Project is exempt from CEQA. <br /> Approve, by resolution, the installation of stop signs on Valota Road at the intersection <br /> with Silver Avenue. <br /> BACKGROUND <br /> Residents living near the intersection of Valota Road and Silver Avenue are concerned <br /> with traffic safety and undesirable driving behavior in the neighborhood. These <br /> concerns were raised during the review process for the development at 1410 Valota <br /> Road and at the public hearing for the project. <br /> In response, staff met with and reviewed the roadway safety concerns expressed by <br /> residents of Valota Road and Silver Avenue. Specifically, they have concerns about the <br /> lack of sufficient traffic control at the T-intersection of the streets and in the difficulty <br /> navigating the intersection. <br /> ANALYSIS <br /> Staff evaluated the conditions at this location and recommends that stop signs be <br /> installed on Valota Road at its intersection with Silver Avenue. As proposed, Valota <br /> Road, (the major-volume street) would be stop-controlled and the T-intersection would <br /> function as an all-way (three-way) stop-controlled intersection. (Attachment 2, "Location <br /> Map") <br /> Based on the current sight distance limitation at this location, the intersection warrants <br /> an all-way stop sign installation per state-adopted guidelines. <br /> Stop sign installations are permanent. Once installed, stop signs should not be removed <br /> because of the potential for confusion. There are potential negative impacts associated <br /> with the proposed installation including increased braking and accelerating by vehicles <br /> and increased travel times. <br /> The subject intersection meets the criteria set forth in the California Manual of Uniform <br /> Traffic Control Devices for the installation of stop signs. Multiple curves on Valota Road <br /> reduce sight distance at the T-intersection. Road users in this circumstance cannot see <br /> conflicting traffic and it can be difficult to negotiate the intersection unless conflicting <br /> cross traffic is also required to stop.
