To whom? <br /> 'What are the legal mandates? <br /> 'Program management - operation? <br /> -Advisory Board's relationship to the Center? <br /> . What kinds of decisions can the Advisory Board make about the Center? <br /> A discussion ensued regarding the Advisory Board's role. <br /> Council Member Bain noted that the House and Human Concerns Committee took a look at their <br /> statement regarding their role and rewrote their description and role. Advisory Board members <br /> conveyed that they had already done that. <br /> Dr. Reeves asked whether a lay board should have the responsibility for developing a disaster <br /> plan for the City or should they identify that as a major need and have professional staff develop <br /> it for the community. <br /> Council members responded that the answer would be in the response to whether the advisory <br /> board is an operational board, a policy-making board, and who it is advising. <br /> - Following discussion, Council Member Ruskin proposed following Dr. Reeves' suggestion that <br /> the Advisory Board take two months to begin addressing the issues regarding the Board's role <br /> and then meet with the Council for further discussion. <br /> By consensus, both groups agreed to follow Dr. Reeves' suggestion. <br /> The meeting was adjourned at 10:20 p.m. <br /> Respectfully submitted, <br /> Lynda Ramirez Jones <br /> - SPECIAL COUNCIL MEETING STUDY SESSION MINUTES BOOK NO. 57 SEPTEMBER 14.1998 <br /> MINUTES Page No. 149 PAGE 3 <br />
