APPROVAL OF MINUTES (401) <br /> MIS RuskinlIra to approve the Minutes of the September 28, 1998 concurrent Council and <br /> Redevelopment Agency Meeting as submitted, by a unanimous roll call vote with Mayor <br /> Howard abstaining and Hartnett and Leipzig absent. MINUTE ORDER NO. 30-98RD <br /> 3. GENERAL <br /> A. CONCURRENT CO UN CILIRED EVELO PMENT AGENCY MEETING <br /> CONTINUED FROM September 28, 1998 on the Proposed Fourth Amendment to <br /> the Redevelopment Plan for Redevelopment Project No.2; on the Proposed <br /> Implementation Plan Amendment for Redevelopment Project No.2 (401) <br /> Community Development Services Manager Church reported on information received at the <br /> previous public hearing, which was closed in June and subsequent staff recommendations due <br /> to information received at that time. <br /> Council Memberl Agency Director Ira excused himself from the meeting at this time due to <br /> potential conflict of interest - 8:24 p.m. <br /> Vice Mayorl Agency Vice Chairman Ruskin explained they had received much public input <br /> during the public hearing on this additional proposed redevelopment area and due to the <br /> public's input, the Agency Directors asked staff to revisit the issues and bring the matter back <br /> to the Agency. He noted he will vote to not consider the 4th amendment. <br /> Council MemberlAgency Director Claire noted he will vote in favor to terminate as he still <br /> feels this area does not need to be under the redevelpment umbrella. <br /> Mayor Howard concurred. <br /> Deborah Livornese, 1111 Bradley, Attorney representing Malibu Grand, stated they are <br /> opposed to this project and is grateful for the proposal to terminate. <br /> Ted Hannig, 2991 El Camino Real, Attorney, presented permission forms for him to speak on <br /> behalf of 60 people who yielded their time to him, and provided a report to the Agency <br /> regarding taxpayer survey results indicating a majority of opinion that taxpayers did not want <br /> forced elimination of blight, stated his opinion that this proposed expansion does not meet <br /> blight defintions, and feels the City was ill advised, and supports a policy development for <br /> staff. <br /> ADJOURNED REGULAR COUNCIL MEETING MINUTES BOOK NO. 57 OCTOBER 12,1998 <br /> MINUTES Page No. 176 PAGE 3 <br />
