Courtyard Play Area as a fourth outdoor play area. For the <br /> reasons stated for each of these alternatives, separately, the <br /> City rejects this alternative as infeasible. <br /> Section 9. Statement of Overriding Considerations: As described in the <br /> Final EIR, the Project would be expected to have a significant and unavoidable <br /> noise impact. Although the mitigation measures described in the Final EIR <br /> include all feasible measures to mitigate the significant noise effects of the <br /> Project's outdoor activities, the Project's outdoor activities would, nonetheless, be <br /> expected to result in a significant and unavoidable effect relating to Noise. In <br /> accordance with CEQA Guidelines Section 15093, the Planning Commission <br /> has, in determining whether or not to approve the Project, balanced the <br /> economic, social, technological, and other Project benefits against this <br /> unavoidable environmental risk, and finds that the benefits of the Project do not <br /> outweigh the significant adverse environmental effects that are not mitigated to <br /> less-than-significant levels. This determination is based on the Planning <br /> Commission's review of the Final EIR and other information in the administrative <br /> record. The Planning Commission declines to adopt a Statement of Overriding <br /> Considerations for the following reasons: <br /> a. The Project would not further General Plan policies that <br /> encourage more complete neighborhoods that include <br /> complimentary uses such as schools, parks, libraries, and other <br /> neighborhood-serving uses (p. BE-14 of the General Plan) <br /> because the Project's vicinity is already deemed a complete <br /> neighborhood with existing complementary uses including <br /> Roosevelt School a public library, two churches, and <br /> neighborhood-serving retail and restaurant establishments. <br /> b. The neighbors have expressed concerns regarding traffic and <br /> safety resulting from the expansion of Roosevelt School. These <br /> concerns include vehicular backup resulting from queuing <br /> during peak student pick-up and drop-off times, residents <br /> unable to back out of their respective driveways safely during <br /> this same time period, and concerns regarding vehicular use of <br /> neighborhood streets as a cut-through between Farm Hill <br /> Boulevard, Downtown Redwood City, and/or the freeways. In <br /> consideration of these concerns, the Project would exacerbate <br /> the existing conditions and create a negative impact on the <br /> residential living environment. Therefore, in accordance with <br /> Policy BE 2.5 of the General Plan, the City must protect <br /> neighborhoods from such negative impacts. <br /> Section 10.
