7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 10, 2014 <br /> SUBJECT <br /> Water Connection and Service — 3058 Oak Knoll Drive (APN 058-241-220) and 3038 <br /> Oak Knoll Drive (APN 058-241-200), in unincorporated San Mateo County, CA <br /> RECOMMENDATION <br /> Confirm determination that the Project is exempt from CEQA. <br /> Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO) <br /> for extension of water services outside jurisdictional boundaries to 3058 Oak Knoll Drive <br /> and 3038 Oak Knoll Drive, in unincorporated San Mateo County, pursuant to <br /> Government Code Section 56133. <br /> BACKGROUND <br /> The property owner of 3058 Oak Knoll Drive and 3038 Oak Knoll Drive wishes to <br /> construct a new single family residence on each of the two vacant parcels. The parcels <br /> are located in the unincorporated part of San Mateo County, outside of Redwood City's <br /> jurisdictional boundaries, but are within the city's sphere of influence and water service <br /> area. The owner of the parcels has applied to the County of San Mateo for a building <br /> permit to construct the proposed residence and, as a condition of approval; the county <br /> requires the property owner to secure a new water connection and service from the City <br /> of Redwood City. The city must receive LAFCO approval to provide water service from <br /> the 6-inch water main that currently exists along the frontage on Oak Knoll Drive. <br /> ANALYSIS <br /> The extension of water service outside jurisdictional boundaries is not a frequent <br /> occurrence. The occasional addition of a residential connection is not anticipated to <br /> have any significant impact on the city's total water allotment. <br /> Staff recommends that the city request LAFCO's approval to extend water service <br /> outside the City's jurisdictional boundaries to 3058 Oak Knoll Drive and 3038 Oak Knoll <br /> Drive pursuant to Government Code Section 56133. LAFCO requires Council's <br /> authorization, by resolution, of requests made for new services. The water service <br /> connection proposed for the single family residences at 3058 Oak Knoll Drive and APN <br /> 3038 Oak Knoll Drive is subject to the following conditions and fees: <br /> 1. LAFCO approval of the application for the proposed water service connection; <br /> 2. Property owner's payment of LAFCO fees; <br /> 3. After approval of the construction drawings by the San Mateo County Building <br /> Department and upon application for new water service, property owner's <br />
