7.1.G. - Page 2 <br /> It is recommended that the City reduce the fees the County would otherwise be required <br /> to pay in connection with the project by $500,000 in recognition of the following facts: <br /> the developer is a local government agency; the County agreed to avoid potentially <br /> negative economic development impacts on Redwood City Downtown by building <br /> outside of the Downtown; the County has encountered additional costs associated with <br /> hazardous material clean up, and the County has made voluntary upgrades to capacity <br /> and pipe sizing that benefit the City. <br /> Staff further recommends that General Fund reserves be used to recompense the <br /> enterprise funds for deficiencies caused by such reductions and waivers, as the use of <br /> enterprise funds is more restricted. <br /> ALTERNATIVES <br /> The Council could choose to not adopt the resolution, thereby requiring the County to <br /> pay established City fees <br /> FISCAL IMPACT <br /> There will be a reduction in the unallocated reserves of the General Fund of $500,000. <br /> Should Council approve this resolution waiving and reducing the noted fees, a separate <br /> resolution that will establish an appropriation for this transfer will be presented at a later <br /> date for Council action. <br /> ENVIRONMENTAL REVIEW <br /> Not a project under CEQA (California Environmental Quality Act). <br /> BILL EKERN <br /> COMMUNITY DEVELOPMENT DIRECTOR <br /> { <br /> For <br /> ROBERT B.
