7.2.A. - Page 8 <br /> 9. STAFF REPORT(S) <br /> A. Assembly Bill 1229 <br /> Mr. Ekern, Community Development Director, presented the report and summarized <br /> Assembly Bill (AB) 1229 regarding affordable housing. He stated that cities need more <br /> tools to offer developers to develop affordable housing but AB 1229 does not require <br /> cities to develop affordable. <br /> Public Comment <br /> James Lee Han thanked the Council for responding to his letter regarding AB 1229. He <br /> spoke about people in Redwood City struggling with housing prices and he asked <br /> Council to support AB 1229. <br /> One Council Member expressed his concerns about the unintended consequence of AB <br /> 1229. Mayor Aguirre noted that it gives the opportunity but it does not require <br /> inclusionary zoning. A Council Member stated that moving forward with anything would <br /> require several steps of analysis from a variety of bodies. Another Council Member <br /> noted that he thinks that the power needs to be returned to local jurisdictions so that the <br /> community can make decisions for affordable housing. <br /> Recommendation: <br /> Provide direction to the Mayor regarding AB 1229, and if appropriate, <br /> authorize the Mayor to sign the attached letter supporting AB 1229. <br /> MINUTE ORDER 13-192 <br /> M/S Gee/Seybert to approve the letter. Motion carries 6-0 by electronic vote with <br /> Council Member Pierce absent. <br /> A Council Member noted that there are fliers and resources available on the Human <br /> Investment Project (HIP) Housing website. <br /> 10. MATTERS OF COUNCIL INTEREST <br /> Council Member Ira spoke briefly about the Code Enforcement issue. He noted that <br /> every neighborhood has these problems so that might be a sign to the Council to come <br /> up with a more creative solution to these issues that does not burden the Police <br /> Department. He noted the water tank issue and how much the community was <br /> consulted by the Utilities Committee. Council Member Foust agreed and asked for that <br /> to be put on a future agenda. <br /> A. City Council Member Report of Conferences Attended <br /> Mayor Aguirre spoke about the establishment of a new sister city Ciudad Guzman to <br /> Redwood City. She noted there is an International Walk to School Day on October 9th. <br /> She congratulated the Health Department for winning the Health Award of Excellence. <br /> She stated the Circus would be in Redwood City from the 11th to the 20th and spoke <br /> about how impressive this family run circus is.
