ATTACHMENT 2 <br /> 7.1.A. - Page 9 <br /> ADDENDUM TO MITIGATED NEGATIVE DECLARATION <br /> FOR THE <br /> REDWOOD CITY RECYCLED WATER PROJECT <br /> DECEMBER 12, 2013 <br /> Purpose of this Addendum <br /> This document has been prepared by the City of Redwood City (City, the Lead Agency) <br /> as an Addendum to the Mitigated Negative Declaration (MND) prepared for the <br /> Redwood City Recycled Water Project, pursuant to Section 15164 (Addendum to an EIR <br /> or Negative Declaration) of the California Environmental Quality Act (CEQA). The MND <br /> was adopted in accordance with CEQA by the City Council on July 28, 2003. <br /> Need for Addendum <br /> The 2003 MND included a map of the anticipated recycled water service areas, and <br /> addressed construction and operation of the recycled water facilities in these areas. The <br /> areas were identified as the Redwood Shores Area, Greater Bayfront Area, and Central <br /> Redwood City Area, and were based on the Final Report for the Water Recycling <br /> Feasibility Study prepared for the City in January 2002 by Kennedy/Jenks Consultants. <br /> In 2008, the City adopted the Recycled Water Use Ordinance (Ordinance No. 2335). <br /> This Ordinance established the Recycled Water Service Area, which is the geographical <br /> area designated by the City as the area to which the City will provide recycled water <br /> service where it has been determined to be or is expected to be available. The <br /> Recycled Water Service Area Map was adopted by City Resolution#14544. <br /> Since the adoption of the Ordinance and Service Area Map in 2008, Phase 1 of the <br /> recycled water system has been completed and is operational. With completion of <br /> Phase 1 of the system (which includes facilities on the bay or east side of U.S. 101, <br /> within the Redwood Shores and Greater Bayfront areas), the City has continued to <br /> develop further refinements to the Phase 2 system design, which includes facilities on <br /> the west side of U.S. 101, the Central Redwood City area). Through this study, the City <br /> has determined that the Recycled Water Service Area should be expanded to include <br /> additional service areas in the City not currently covered by the Recycled Water Service <br /> Area Map. <br /> The attached figures show the existing Recycled Water Service Area, as adopted in <br /> 2008, and the proposed Recycled Water Service Area addressed in this Addendum. <br /> The Recycled Water Use Ordinance allows the Service Area to be amended from time to <br /> time by resolution of the City Council. The purpose of this Addendum, therefore, is to <br /> update the Recycled Water Service Area from that which was included in the 2003 MND <br /> to an area that reflects more current conditions with regard to potential customer <br /> locations. No other changes to the recycled water system and its operation are being <br /> considered. <br /> CEQA Reauirements for Use of an Addendum <br /> The City has determined that preparation of an Addendum to the MND pursuant to <br /> Section 15164 of the CEQA Guidelines is the most appropriate method for consideration <br /> of the proposed Recycled Water Service Area update.
