7.2.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 10, 2014 <br /> SUBJECT <br /> Agreement for Professional Services with Geosyntec Consultants for the Bayfront Canal <br /> Watershed Improvement Plan <br /> RECOMMENDATION <br /> Approve, by motion, agreement for professional service with Geosyntec Consultants in <br /> the amount of $76,092.00 for the Bayfront Canal Watershed Improvement Plan and <br /> authorize the City Manager to increase the contract amount up to 10%, if necessary. <br /> BACKGROUND <br /> With the encouragement of the Regional Water Quality Control Board, the City is taking <br /> the initiative to formulate a Watershed Improvement Plan for the Bayfront Canal <br /> watershed, which consists of about 8.9 square miles and includes in addition to <br /> Redwood City the jurisdictions of other municipalities, such as Menlo Park, <br /> unincorporated San Mateo County, Atherton, and Woodside. <br /> The purpose of the Watershed Improvement Plan is to identify, evaluate, and <br /> strategically plan potential low impact development (LID) retrofit opportunities <br /> throughout the Bayfront Canal/Atherton Channel watershed. LID is a stormwater <br /> management strategy that employs a variety of natural and built features to improve <br /> stormwater quality and/or reduce runoff rates. <br /> Corresponding with the various jurisdictions involved, performing outreach, getting <br /> jurisdictional buy-in, Identifying funding sources and drafting timelines are part of the <br /> strategic planning. <br /> ANALYSIS <br /> A Request for Proposals for the Bayfront Canal Watershed Improvement Plan was sent <br /> on October 7, 2013 to the eleven environmental engineering consultant firms on the <br /> City's pre-qualified list of firms. Proposals were received on November 12, 2013 from <br /> four firms: ESA, ENGEO, URS, and Geosyntec Consultants. A staff panel ranked the <br /> proposals based on project approach, understanding of the project purpose, expert <br /> knowledge of project technical elements, and past experience with similar projects. <br /> Based on the above criteria, Geosyntec Consultants ranked highest. After the review <br /> process, cost negotiation began with the highest ranked firm. <br />
