7.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 10, 2014 <br /> SUBJECT <br /> Final Acceptance — Fire Station No. 9 HVAC Replacement <br /> RECOMMENDATION <br /> Accept, by motion, the Fire Station No. 9 HVAC Replacement Project and authorize the <br /> release of retention according to city procedures. <br /> BACKGROUND <br /> On October 8, 2012, Council awarded the construction contract for the Fire Station No. <br /> 9 HVAC Replacement Project to S&H Construction, Inc. of Fremont, CA for their <br /> responsive and responsible low bid of $142,500. The improvements included removing <br /> and replacing three rooftop HVAC units that have reached the end of their useful life. <br /> The scope of work also included installation of new varitrack components, electrical <br /> work, circuit breakers, seismic supports, testing and balancing of installed components, <br /> varitrack bypass damper and duct, control pane and installation of zone dampers to <br /> better control and improve energy savings. <br /> Construction started in December 2012 and was substantially completed in September <br /> 2013. Final walkthrough was conducted with PWS staff on October 3, 2013 and project <br /> achieved final completion on December 9, 2013. The schedule was extended due to <br /> procurement of the rooftop units and construction related issues. <br /> ANALYSIS <br /> The contractor was awarded for a base bid of $142,500. The project was completed in <br /> accordance with the plans and specifications. Credit change orders were issued totaling <br /> $2,261.82. The final contract amount is $140,238.18 which is 1.5% less than the initially <br /> awarded contract amount. <br /> ALTERNATIVES <br /> Council may choose not to accept the project and/or authorize the release of retention <br /> which would be contrary to the terms of the contract, prior Council action, and the public <br /> contracting code. <br /> FISCAL IMPACT <br /> Sufficient funding for this construction agreement was previously approved as Sewer <br /> Capital Project Fund— Roof and HVAC Replacement Program. <br />
