7.1.A. - Page 17
recycled water system. Redwood City entered into an interagency agreement with SBSA to
ensure the success recycled water program.
Description of Project
The Redwood City Recycled Water Project was implemented in multiple phases over several
years, beginning with recycled water delivery to the Redwood Shores area for the 2004
irrigation season and to the Greater Bayfront area for the 2010 irrigation season. Expansion to
portions of the Central Redwood City area is planned for the 2016 irrigation season. Figure 3
shows the anticipated distribution system for the Greater Bayfront area, and Figure 4 shows the
anticipated system for the Central Redwood City area. Development in the Central Redwood
City area is currently planned for properties outside of existing Recycled Water Service Area. For
this reason The City plans to expand the Recycled Water Service Area to encompass the areas
outside the existing Recycled Water Service Area contiguous with its Potable Water Service Area
east of Alameda del Las Pulgas, and west of Alameda de Las Pulgas north of Edgewood Rd. The
Expanded Recycled water Service Area is shown in Figure 5.
The expanded service area will also include off-site recycled water storage reservoirs and pump
stations. It is anticipated that the Greater Bayfront and Central Redwood City areas will each
require a storage facility and pump station for the efficient operation of the system. Although
the specific location and design of these facilities has not yet been determined, the preliminary
hydraulic modeling for the system indicates approximate locations for these facilities within
each service area, and they are shown in Figures 3 and 4. The reservoir/pump station in the
Greater Bayfront area is shown near the City's Police Department facility on Maple Street, and
the reservoir/ pump station in the Central Redwood City area is shown within Red Morton
Community Park.
The uses of recycled water in the expanded service areas also will be primarily landscape
irrigation, but may include dust control, toilet flushing, firefighting, and industrial process uses,
such as sand washing, concrete batch plants, and other industrial customers primarily in the
Port of Redwood City area. To allow use of recycled water for construction operations and dust
control, recycled water fill stations for water trucks will be installed in at least three locations,
one at the SBSA treatment plant and others in conjunction with the off-site storage reservoir
and pump station facilities. Fill station facilities typically consist of a hydrant with an access drive
area surrounding it.
Construction Methods and Schedule
Construction of pipelines would occur primarily within existing roadway and public easement
rights-of-way. Most pipeline construction would be performed by the "trench-and-cover"
method, which involves excavating an open trench, laying pipe, and replacing and compacting
soil to refill the trench. For construction in paved areas, the trench area is then repaved. For
3
