7.1.A. - Page 20 <br /> • Water quality information <br /> • Irrigation system evaluations <br /> • Training for site landscape/irrigation supervisors <br /> • Workshops in successful landscape management,with specific suggestions on using <br /> recycled water most effectively <br /> Similar educational assistance programs will be developed for industrial and other customers. <br /> According to the 2000 and 2001 annual reports for the First Step Recycled Water Project filed <br /> with the DPH and RWQCB, recycled water was delivered to users without any interruptions of <br /> supply. In addition, no equipment breakdowns were experienced, and there were no violations <br /> of the recycled water quality requirements. Routine inspections of the water reuse sites <br /> revealed no user violations. Landscape species receiving the recycled water appear to be <br /> thriving, with no reported problems with the vegetation at each irrigation site. Similarly, no <br /> complaints about the project have been received from the public, and there were no odor <br /> problems during recycled water use. <br /> As part of implementation of the recycled water project, it is anticipated that the City will adopt <br /> two ordinances to ensure maximum utilization of recycled water throughout the City. These <br /> ordinances include a mandatory use ordinance and a dual plumbing ordinance. The dual <br /> plumbing ordinance is required by State law (SB 2095), when recycled water is made available to <br /> local governments. It is anticipated that recycled water may be served to customers that are <br /> outside of the City's potable water service area but within the SBSA joint powers authority <br /> service area. These future customers (examples are Belmont Sports Complex, Menlo Country <br /> Club and Woodside High School) currently receive potable water from water retailers other than <br /> the City, and this arrangement would not change. To serve these sites with recycled water, the <br /> City would need to enter into agreements with these water retailers, as well as the customers. <br /> No service area boundary changes would be required. <br /> 9. Surrounding land uses and setting: Briefly describe the project's surroundings: <br /> 10. Other public agencies whose approval is required (e.g. permits, financing approval, or <br /> participation agreement.):There are several agencies other than the City whose approval will be <br /> required for the project. The RWQCB and DPH have delegated CEQA responsibility for recycled <br /> water projects to the SWRCB; therefore, the SWRCB is the Responsible Agency under CEQA for <br /> this project. <br /> The San Francisco Bay Conservation and Development Commission (BCDC) may use this <br /> document to determine if a permit from them is required.The BCDC jurisdiction includes all tidal <br /> areas of the Bay up to the line of mean high tide or up to five feet above mean sea level in <br /> marshlands; all areas formerly subject to tidal action that have been filled since September 17, <br /> 1965; and the "shoreline band," which extends 100 feet inland from and parallel to the Bay <br /> jurisdiction. BCDC also has jurisdiction over managed wetlands adjacent to the Bay, salt ponds, <br /> and certain waterways. <br /> ENVIRONMENTAL FACTORS POTENTIALLY AFFECTED: <br /> 6 <br />
