downtown with employees who are likely to access the restaurants and post-work activities that have driven the resurgence of the downtown; and WHEREAS, during the course of design and construction, the County encountered additional costs associated with hazardous material clean up; and WHEREAS, as part of the County jail project, the County may construct and install sanitary sewer lines with more capacity than necessary for its project as a benefit to the City; and WHEREAS, the County is ready to obtain its permits for work in the City right of way to begin the building project but is anticipating permit fees and related ancillary fees of roughly one (1) million dollars; and pursuant to the City's fee schedule, the project is also required to pay approximately $132,000 in sewer capital fees, approximately $318,000 in sewer capacity fees, and approximately $490,000 in water capacity fees. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: 1. In recognition of the fact that the developer is a local government agency, that the County agreed to avoid potentially negative economic development impacts on Redwood City Downtown by building outside of the Downtown, that the County has encountered additional costs associated with hazardous material clean up, and that the County has made voluntary upgrades to capacity and pipe sizing that benefit the City, the development and permit application fees for the jail project, including but not limited to construction permit fees, sewer capacity fees, sewer capital fees, water capacity fees, and related ancillary construction and permit fees, are hereby reduced by up to fifty percent (50%) for a total amount not to exceed five hundred thousand dollars ($500,000). 2.
