downtown with employees who are likely to access the restaurants and post-work <br /> activities that have driven the resurgence of the downtown; and <br /> WHEREAS, during the course of design and construction, the County <br /> encountered additional costs associated with hazardous material clean up; and <br /> WHEREAS, as part of the County jail project, the County may construct and <br /> install sanitary sewer lines with more capacity than necessary for its project as a benefit <br /> to the City; and <br /> WHEREAS, the County is ready to obtain its permits for work in the City right of <br /> way to begin the building project but is anticipating permit fees and related ancillary fees <br /> of roughly one (1) million dollars; and pursuant to the City's fee schedule, the project is <br /> also required to pay approximately $132,000 in sewer capital fees, approximately <br /> $318,000 in sewer capacity fees, and approximately $490,000 in water capacity fees. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY AS FOLLOWS: <br /> 1. In recognition of the fact that the developer is a local government agency, that <br /> the County agreed to avoid potentially negative economic development impacts on <br /> Redwood City Downtown by building outside of the Downtown, that the County has <br /> encountered additional costs associated with hazardous material clean up, and that the <br /> County has made voluntary upgrades to capacity and pipe sizing that benefit the City, <br /> the development and permit application fees for the jail project, including but not limited <br /> to construction permit fees, sewer capacity fees, sewer capital fees, water capacity <br /> fees, and related ancillary construction and permit fees, are hereby reduced by up to <br /> fifty percent (50%) for a total amount not to exceed five hundred thousand dollars <br /> ($500,000). <br /> 2. General Fund resources shall be used to recompense the enterprise funds <br /> except to the extent the County installs oversized infrastructure or infrastructure not <br /> ATTY/RE50.2948/COUNTY JAIL FEE WAIVER <br /> REV:02-04-14 PT <br /> Page 2 of 3 <br />
