Annual Action Plan for the Community Development Block Grant <br /> (CDBG) and HOME Investment Partnership (HOME) Programs - Fiscal <br /> Year 2013-2014 (FY13-14) (304) <br /> Ms. Coffman, CDBG and HOME Administrator, presented the Fiscal Year 2013-2014 <br /> Action Plan that includes programs and activities that are recommended for funding <br /> based on community needs, priorities, and strategies as outlined in the City's five-year <br /> consolidated plan. As part of the City's strategy, they are targeting Federal Block Grant <br /> funds and Home Investment Partnership Entitlements funds from homelessness <br /> assistance to economic development, and housing preservation and development. <br /> Housing and Human Concerns Committee Chair Cherlene Wright noted that this is the <br /> first time they have done a two-year funding cycle and this year's process was the <br /> smoothest, shorter and consumed less staff resources as they reviewed and confirmed <br /> the utilization of funds. She thanked Council for approving the two-year funding cycle <br /> that enabled this improved process and she also acknowledged the presence of other <br /> Committee Members in the audience. She complimented staff and in particular <br /> recognized Rhonda Coffman, Teri Chin, and Kristen Mees for their staff support. <br /> The Mayor opened the Public Hearing. <br /> Public Comment <br /> Molly Driscoll said she is 23 years old, grew up in Redwood City, and that she was <br /> homeless and sick, but is now at the Spring Street Shelter.
