She opined that the State Lands Commission seemed to be intent on having <br /> the outer harbor be a commercial harbor and marina. <br /> Ms. Madden also clarified that the Bay Conservation and Development Commission <br /> (BCDC) did not request a kayak launch; instead, it reviews plans. She further stated <br /> that the Kayak launch is to build trust, that the area should be public and ADA <br /> (American Disabilities Act) accessible. <br /> Moreover, she said that she supported the study session regarding the Inner Harbor <br /> Precise Plan. In addition, she stated that there were many views of the community <br /> proper to be in the Inner Harbor Precise Plan and it addressed matters on traffic, sea <br /> level rise and evacuations. Ms. Madden further wanted to make clear that no one was <br /> opposed to the development of this property with regards to residences. She would just <br /> like the outer harbor to be accessible to the public. <br /> Additionally, Ms. Madden concurred that it was proper to send back this project to the <br /> Planning Commission and felt that it was a best policy approach due to the complexity <br /> of the State Lands' issues. She advocated for the outer harbor on Smith's Slough to be <br /> accessible to the public for public trust purposes and that there should be a CEQA <br /> mitigation impact plan. <br /> Paul Powers, the applicant, provided a presentation with a connectivity plan that <br /> connects Pete's Harbor to downtown Redwood City. He pointed out various parts of <br /> this area to show improvement and development such as the Bair Island Road Corridor, <br /> the undercrossing, One Marina, and a new bridge put in by the U.S. Fish and Wildlife. <br /> He also pointed out aspects of the project such as the public access plan approved by <br /> BCDC, acres of landscaping, increase of public access, picnic areas, children's play lot, <br /> public pathways, and a boat launch. He further mentioned that they have been seeking <br /> a permit with the Army Corps of Engineers for ADA accessibility. <br /> Mr. Powers provided more details of the development by mentioning the environmental <br /> and economic benefits. He stated that the public will have more access to <br /> transportation and recycling materials will be used for this project. In addition, he <br /> continued that $8.1 million will be generated in public improvement/impact fees to <br /> Redwood City, many jobs will be created, public schools will benefit, and revenue from <br /> property taxes will increase. <br /> The Mayor opened the Public Hearing. <br /> Dave Hyman, 26 year (business) owner and outdoor enthusiast, appreciated the <br /> planning of the proposed walking trails and landscaping of many trees. He opined that <br /> this development with that of Bair Island would make this area unique and very popular <br /> for people to live and visit.
