5. SPECIAL ORDER(S) OF THE DAY <br /> A. Proclamation - Redwood City Sharks Swim Team 50th Anniversary - Lori <br /> Palfreeman, Team President; Ralph Spickermann, Team Secretary; Julie <br /> Guaspari, Team Treasurer; Rocio Medina, Head Coach; Jair Campos, <br /> Volunteer Coordinator; Maria Smith, Member at Large; and, Anne Lynch, <br /> Member at Large -Alicia C. Aguirre, Mayor = <br /> Mayor Aguirre invited representatives from the team to be recognized for their 50tn <br /> Anniversary. She read portions of a proclamation on behalf of the Council to recognize <br /> their achievements and contributions to the community. The President of the Redwood <br /> City Sharks said that they work closely with the City's Parks and Recreation Department <br /> and recognized the Board. The Mayor was presented a medal as an "Honoraria Shark." <br /> Dr. Bell respectfully interjected to acknowledge the presence of representatives from the <br /> City of San Carlos, who were present due to the Redwood City Council's decision on <br /> the acceptance or rejection of a Fire agreement. He asked that this item be moved up, <br /> because there was concurrently a Council meeting in the City of San Carlos taking <br /> place and the representatives needed to attend it. <br /> M/S Bain/Gee to address agenda items 8B and 8C. Motion carried 4-0 with Council <br /> Members Foust, Ira and Pierce absent. <br /> Fire Chief Skinner recognized San Carlos' City Manager Jeff Maltbie, City Attorney <br /> Rubens, and Administrative Services Director Rebecca Mendenhall. Then, he briefly <br /> recalled the services Redwood City provides to San Carlos and the staffing issues that <br /> arose in 2012. He explained that the full service contract addresses these matters. <br /> Chief Skinner said that this is a five-year contract which encompasses myriad of <br /> obligations. He further explained the various terms of the contract with an opener for <br /> review in December of 2014, but that the contract is deemed to end on June 30, 2018. <br /> He further highlighted the services San Carlos will receive and how Redwood City <br /> would benefit from this agreement. <br /> Chief Skinner also noted that the Council is asked to approve the position of an <br /> Emergency Preparedness and Outreach Coordinator. By having this coordinator, the <br /> City would be able to keep and expand the CERT Program. He further stated the <br /> shared services between the cities would bring in revenues and would create the ability <br /> for the Fire Department to expand on fire prevention bureau and duties. <br /> Council Discussion <br /> One Council Member thanked the Chief for the report and asked if there were concerns. <br /> Chief Skinner responded that a concern would be the sustainability of the organization <br /> as it moves forward.
