5. SPECIAL ORDER(S) OF THE DAY A. Proclamation - Redwood City Sharks Swim Team 50th Anniversary - Lori Palfreeman, Team President; Ralph Spickermann, Team Secretary; Julie Guaspari, Team Treasurer; Rocio Medina, Head Coach; Jair Campos, Volunteer Coordinator; Maria Smith, Member at Large; and, Anne Lynch, Member at Large -Alicia C. Aguirre, Mayor = Mayor Aguirre invited representatives from the team to be recognized for their 50tn Anniversary. She read portions of a proclamation on behalf of the Council to recognize their achievements and contributions to the community. The President of the Redwood City Sharks said that they work closely with the City's Parks and Recreation Department and recognized the Board. The Mayor was presented a medal as an "Honoraria Shark." Dr. Bell respectfully interjected to acknowledge the presence of representatives from the City of San Carlos, who were present due to the Redwood City Council's decision on the acceptance or rejection of a Fire agreement. He asked that this item be moved up, because there was concurrently a Council meeting in the City of San Carlos taking place and the representatives needed to attend it. M/S Bain/Gee to address agenda items 8B and 8C. Motion carried 4-0 with Council Members Foust, Ira and Pierce absent. Fire Chief Skinner recognized San Carlos' City Manager Jeff Maltbie, City Attorney Rubens, and Administrative Services Director Rebecca Mendenhall. Then, he briefly recalled the services Redwood City provides to San Carlos and the staffing issues that arose in 2012. He explained that the full service contract addresses these matters. Chief Skinner said that this is a five-year contract which encompasses myriad of obligations. He further explained the various terms of the contract with an opener for review in December of 2014, but that the contract is deemed to end on June 30, 2018. He further highlighted the services San Carlos will receive and how Redwood City would benefit from this agreement. Chief Skinner also noted that the Council is asked to approve the position of an Emergency Preparedness and Outreach Coordinator. By having this coordinator, the City would be able to keep and expand the CERT Program. He further stated the shared services between the cities would bring in revenues and would create the ability for the Fire Department to expand on fire prevention bureau and duties. Council Discussion One Council Member thanked the Chief for the report and asked if there were concerns. Chief Skinner responded that a concern would be the sustainability of the organization as it moves forward. He explained that with the transition of new staff and integration of personnel, it is vital to continue to build together their culture and reach out to the community.
