Final Environmental Impact Report (EIR), Zoning Ordinance Text <br /> Amendment, Zoning Map Amendment, Precise Plan and Development <br /> Agreement for the Stanford in Redwood City Project (100) <br /> Mr. Ekern, Community Development Director, presented the Staff report (presentation <br /> on file) and explained that there were minor adjustments made to resolutions regarding <br /> overriding considerations and findings for the environmental document (proposed <br /> revisions on file) that are also available to the public in hardcopy and online. The <br /> amendments are small and the two most significant ones are: (1)they had left out <br /> impact number 13-2 that has to do with construction-related noise and (2) the two <br /> resolutions deal with potential historical issues related to the Project. One resolution <br /> allows the Council to adopt the findings as recommended by the Planning Commission <br /> and the Historic Resources Advisory Committee. The other resolution allows the <br /> Council to decide that the findings of the three elements of the environmental document <br /> are not historically significant on a local basis and those mitigations were not a part of it <br /> so they were removed. Staff also cleaned up language making inadvertent references <br /> to the Planning Commission. <br /> Mr. Ekern also reported that late last week, they also received a letter from the Public <br /> Works Director of San Mateo County where he wants to make sure the environmental <br /> mitigations described for this Project and the Precise Plan are clear and will be <br /> implemented; and, Staff provided a written response to the County to this effect. He <br /> explained that since original recommendation/action item number 6 must be done by <br /> resolution as a budget amendment, it will return to Council for discussion on how they <br /> want to allocate the funds that will come from the development of the Project and from <br /> program implementation. <br /> Mr. Ekern said the Planning Commission voted unanimously to approve this Project in <br /> its entirety. He thanked the Council Subcommittee, Council Members Foust and Ira, for <br /> their support and said they have worked to capture their input and they have created a <br /> visual image for the community and what comes out of this Project (presentation on <br /> file). The community benefits of this Project includes flooding mitigation on multiple <br /> fronts; emergency use; adequate water supply; Redwood City as a premier <br /> entertainment center in the area; improvements to Broadway including a potential <br /> streetcar; begun discussions with a planning school in San Luis Obispo for student <br /> assistance for public outreach; additional cultural resources for growth; working with the <br /> neighborhoods for program development that is mutually beneficial; street <br /> enhancements including underground power lines; a wellness center; a sustainability <br /> CITY COUNCIL September 9, 2013 <br /> MEETING MINUTES PAGE 6 <br /> MINUTE BOOK NO. 64 <br /> Page No. 425 <br />
