A. Cross-Appeals of the certification of Revised Final Environmental <br /> Impact Report ("RFEIR") and approval of master Planned Development <br /> Permit for the Laurel Way Joint Venture Project (603) <br /> Recommendation: <br /> Deny both appeals and, by Resolution, certify the Revised Final EIR (RFEIR) and <br /> approve the master Planned Development Permit with the conditions as modified <br /> and imposed by the Planning Commission, including a modification to Condition <br /> 19 to reduce home sizes to those allowed under Alternative B of the RFEIR as <br /> modified by this staff report . <br /> RESOLUTION DENYING THE APPEALS FILED BY THE LAUREL WAY JOINT <br /> VENTURE AND SAVE LAUREL WAY, AND UPHOLDING THE MARCH 26, 2013 <br /> PLANNING COMMISSION ACTIONS IN CONNECTION WITH THE CERTIFICATION <br /> OF THE ENVIRONMENTAL IMPACT REPORT AND APPROVALS OF THE PLANNED <br /> DEVELOPMENT PERMIT AND LOT COMBINATION FOR THE LAUREL WAY JOINT <br /> VENTURE PROJECT <br /> Blake Lyon, Planning Manager provided the report (presentation on file) covering the <br /> history of the project and elaborated on the Zoning, open space, creeks, tributaries, and <br /> access issues. He also explained how the word "Master" had been used in the Planned <br /> Development permit. He showed a map that demonstrated the cul-de-sac for the <br /> emergency vehicles' access. He covered the calculation and methodology for the home <br /> size. He added that the Environmental Impact Report (EIR) identified a limit to house <br /> size and that was 5,120 sq. ft. He also provided an average home size comparison to <br /> neighboring cities. Mr. Lyon concluded by reiterating staff's recommendation. <br /> The Save Laurel Way appellant, Winter King, addressed the Council for 10-minutes <br /> showing simulations from the EIR and opine that it doesn't show how the vegetation <br /> would be in 5-10 years. She pointed out seismic activity in this steep terrain and <br /> concerning safety issues. Ms. King also defined the description of a perennial stream <br /> and spoke about the case of Finger Avenue and its similarities to her appeal. She <br /> addressed the size of the buildings in comparison to the hill side slope. She asked that <br /> the City consider grouping some of these lots that are owned by the same owner. She <br /> asked Council to grant the appeal to the Save the Laurel Way. <br /> One Council Member sought confirmation from Staff that on the item of a Creek <br /> Setback Ordinance mentioned - Redwood City does not have. Instead, Redwood City <br /> has a Stormwater Prevention Pollution Control Ordinance and Ms. Thompson, City <br /> Attorney, this Council Member's understanding that the City only has a Stormwater <br /> Control Ordinance and it has to do with water quality. <br /> Nori Jabba, representing the Laurel Way Joint Venture, presented a description of the <br /> project highlighting the various benefits. She presented to Council pictures of the lots <br /> (presentation on file). Ms. Jabba focused on the street improvements that were <br /> approved over 40 years ago but have not been implemented due to the cost.
