Jorgenson, January 5, 1998 <br /> Council Member Buchan declared she would not participate in the discussion nor the <br /> decision on the "Official Newspaper" due to a possible conflict of interest. Council <br /> Member Buchan left the dais at this time. <br /> MEMO 1/13/98 <br /> City Attorney Schricker gave a brief summary of the bids submitted, and stated, "Under <br /> the City Charter, publication is made for bids for the official newspaper, which is the <br /> newspaper which publishes legal notices for the City on a calendar year basis. Three bids <br /> were received. One is disqualified because the newspaper is not published in the City of <br /> Redwood City, and it is not a newspaper of general circulation in the City of Redwood <br /> City. There were two bids that qualified for consideration. The first bid was from the <br /> Redwood City Almanac, and that newspaper bid $5 per column inch for legal notices and <br /> $5 per column inch for display advertisements. The Redwood City Tribune's bid for legal <br /> advertising is $8.25 per column inch, and the bid for display advertising is $9.25 per <br /> column inch. The City Charter provides that the bid shall be awarded to the lowest <br /> responsible bidder." <br /> Council Member Ira said if the purpose of bidding for an official newspaper, "". is to <br /> fulfill a legal requirement, I would want to go with the absolute lowest bid. If the purpose <br /> is to provide the greatest notification and getting the message out to as many people as <br /> possible, then I realize and I understand some of the things that have been brought up by <br /> City Attorney Schricker. I think we have a responsibility to look at circulation if that was <br /> the situation. It is something I think we need to examine from a policy decision what we <br /> want this to be.
