Phillip Payton, 1240 Redwood Avenue, asked what special elections cost? City Clerk Jorgenson said that City Attorney Schricker explained why the City could not hold a special election which would cost about $50,000, but a consolidated election in November would cost about $30,000. Mr. Payton urged the Council to appoint "the next highest point getter" ITom the last November election due to the "recency of the election, the time of the next election in November having to run twice in one year for example... and of course, Ian Bain's qualifications." Mr. Payton urged the Council to appoint Ian Bain right away, and said any funds saved ITom an unnecessary election be used for items in Redwood Shores. Peter Hughes, 18 Admiralty Court, member of the Redwood Shores Home Owners Association but not speaking for them, said it was a "no brainer." Mr. Hughes said we just had an election and Ian Bain was the next runner up. He said, "If! was in your shoes, I'd vote for the next runner-up even ifhe was Joe Steinfeld." Rudolph Luca, 820 Vera, Redwood City, said the Charter was clear that the Council should appoint someone, and asked if it was legal to appoint the first runner up from the last election. Mayor Howard said the Council by a majority vote could appoint anyone it wished. City Attorney Schricker said Ian Bain's finish in the last election was "of no legal significance." He added that the only qualification is "the person must be an elector of the City of Redwood City." Mr. Luca urged the Council to make an appointment tonight. Don Saye, 2021 Broadway, said the logic is clear, based on the results of the last election, and urged the Council to appoint Ian Bain. Mayor Howard asked if anyone else wished to speak to this issue. No one else wished to speak. In response to Council Member Leipzig's questions regarding a special election, City Attorney Schricker said, "Elections must be held on established election dates" and the City cannot call a special stand alone election. He said, "When you say special election to me, I think in specific terms, and a special municipal election is any election held by the City except the regular municipal election, which is a general municipal election, which is now held in November of odd years."
