Lorianna Kastrop, 28 Meadow Lane, spoke on behalf of the Redwood School District <br /> Year Round Education Task Force, a group of parents, teachers, administrators 'and <br /> - community volunteers doing a cost/benefit analysis of year round education to present to <br /> the School Board in May. Ms. Kastrop said year round education includes the same <br /> number of instructional days, but replaces the traditional 10-11 week summer break, with <br /> three or four week breaks three or four times throughout the school year. She said research <br /> shows that elimination of the long summer break allows students to retain knowledge, <br /> allows teachers to spend less time reviewing material in September, and allows teachers to <br /> schedule classes during the short breaks for students falling behind their class mates, rather <br /> than having to wait until summer school. Ms. Kastrop described the Task Force's goal to <br /> educate the community about year round school, and to get community input. She said the <br /> Task Force was not advocating year round school, but wanted to present as much <br /> information as possible about it to the School Board in May. She invited everyone to <br /> attend community forums on the subject: March 9 at McKinley School, 7-8:30 p.m., and <br /> March 10 at the Fair Oaks Community Center, 7-8:30 p.m. there will be a presentation in <br /> Spanish. Ms. Kastrop said decisions about education impact the whole community and <br /> encouraged everyone to attend the forums and get involved in improving education for <br /> Redwood City's children. <br /> MEMO 2/24/98 <br /> D. David Wolfskill, 751 Canyon Road, described the many near traffic accidents he had <br /> witnessed just coming to this meeting, and asked that the Council encourage all drivers to <br /> operate their vehicles more cautiously and more cooperatively. <br /> - <br /> E. Steve Vick, 1140 Fifth Avenue, told Council that he had bought his home in the Friendly <br /> Acres Neighborhood last November, and described the flooding problems he had recently <br /> experienced. He said City staff had told him that flooding occurred in that area only at <br /> times of high tides. Mr. Vick described the water back up and tides, and said the flooding <br /> problem is totally unrelated to high tides. He said residents have had to use their own <br /> pumps to get water moving down the street, because the City had refused to respond. He <br /> asked what the City "is doing about this issue." <br /> City Manager Everett advised that Public Works Services Director Ingram would contact <br /> Mr.Vick. <br /> MEMO 2/24/98 <br /> Mayor Pro Tern Ruskin said that the Council had responded to this issue at the last <br /> Council Meeting and had expressed its concern and interest in pursuing long term <br /> solutions. He said the Council Utilities Committee had asked staff to develop long term, <br /> feasible solutions to this problem, and said, "We are aware that solving this problem will <br /> require not only action by our community, but action by other communities, because the <br /> Fair Oaks area serves as a basin for water coming ITom other cities. We need to look to <br /> galvanizing those other cities to find a solution that goes beyond our City." Mayor Pro <br /> Tern Ruskin described the Neighborhood Association meetings that he, Mayor Howard <br /> - and staff members attended to address this issue.
