a. Contractor will develop a Work Plan in coltaboration with <br /> the Community-Based Partnership, based on the <br /> Partnership's assessment of community-level conditions, <br /> priorities, and capacity with respect to alcohol and other <br /> drug issues. <br /> b. Contractor will consult with the Community-Based <br /> Partnership and develop a Budget that includes a Budget <br /> Justification. The Budget must be consistent with the <br /> scope of work reflected in the Work Plan and shall include <br /> a finrenty percent (20%) in-kind match. The Governor of <br /> California has signed a directive stating that state funds <br /> can no longer be used to purchase promotional items, <br /> colloquially known as SWAG (Stuff We All Get). This <br /> includes items such as t-shirts, mugs, key chains, etc. <br /> See the following link: <br /> http://gov.ca.qov/news.php?id=16911. A listing of non- <br /> allowable expenditures can also be found in the AOD <br /> Provider Handbook. A minimum of SEVEN THOUSAND <br /> FIVE HUNDRED DOLLARS ($7,500) must be allocated to <br /> evaluation services. A minimum of ONE THOUSAND <br /> DOLLARS ($1,000) must be allocated towards training. <br /> Contractor will send 2-4 staff and partners, to attend 1-2 <br /> California Department of Health Care Services (DHCS) <br /> sponsored alcohol and other drug prevention trainings <br /> each fiscal year. <br /> c. Contractor's Work Plan and Budget must be approved by <br /> the BHRS AOD Administrator or designee and uploaded <br /> to the DHCS Outcomes Measurement System (CaIOMS <br /> Pv) site no later than January 31, 2014. Failure to meet <br /> this deadline will result in the suspension of payment. The <br /> approved Work Plan and Budget are hereby incorporated <br /> by reference. The Work Plan requirements include, but <br /> are not limited to: <br /> i. Work Plan shall align with the AOD Strategic <br /> Prevention Framework 2014-2019 (SPF) and with <br /> the San Mateo County AOD Work Plan, as <br /> incorporated in the SPF.
