I I I . <br /> Mayor Howard thanked all the presenters and members of the audience for the roles each <br /> played in the Healthy Start Program, the excellent presentation, and the incredible success <br /> - of the program. <br /> In response to Mayor Howard's questions regarding funding, Coordinator Ross said there <br /> was talk at the State level of extending Healthy Start funding, but right now, there was <br /> only a three-year grant cycle. Coordinator Ross said the grants were becoming a small <br /> part of the overall budget, and described in-kind services from the County. She said <br /> Healthy Start actually provides the glue that brings many services together at a site and <br /> coordinates them in a way that they have a greater impact on the lives of children and <br /> families. <br /> Mayor Howard recognized Redwood City Police Sergeant Harper in the audience and <br /> thanked him for his involvement in the Healthy Start Program. Coordinator Ross <br /> described the services provided by the Police Department, Recreation Department and the <br /> Library. She said a collaborative effort is more attractive to funders. Mayor Howard said <br /> that DHL had been a wonderful corporate sponsor of Healthy Start, and Coordinator Ross <br /> reported that Oracle had just adopted Hoover School, and has contributed $10,000 to the <br /> Math program. <br /> MEMO 3/3/98 <br /> Dr. Crates said that the School District submits tons of grants, and they are finding that <br /> "if we are able to show partnerships, different governmental entities, working for the <br /> - common good that is tied into performance results, that has a strict evaluation, and tied <br /> into business outcomes, those are fundable measures. And that makes sense. That is the <br /> importance of utilizing tax dollars together for the benefit of all in a more efficient, <br /> effective way... We are putting in for a $15 million grant in three months and we feel <br /> fairly confident of the success of that.... Because of the things that have gone on with <br /> Redwood City 2000, things that have gone on in the community with people sharing <br /> resources.... But, with a result orientation, that is the key." <br /> Mayor Howard asked if anyone else wished to speak to this issue. <br /> Jeannette Ramirez, San Mateo, a first year teacher, said she could not have been <br /> successful in her classroom without the services that were provided by Healthy Start. She <br /> said she was able to focus on academics knowing there were services available to meet all <br /> the other needs of her students. <br /> Council Member Hartnett asked how the needs assessment was done for the expansion <br /> of the program, and said "we ought to make sure that each Council Member receives, in a <br /> concrete form, those needs assessments. Perhaps we ought to be reflecting on those <br /> ourselves, in terms of how else we might orient other resources to assist in fulfilling the <br /> needs that have been stated in those assessments. I thought they were quite revealing and <br /> important for all of us to know."
