Section 30. 23 . However, if the proposed subdivision <br /> requires an exception to the provisions of this chapter, <br /> the Subdivision Committee shall forward the tentative parcel <br /> map to the Planning Commission for approval or disapproval <br /> of such exceptions as provided in Section 30 . 42 . The <br /> action of the Subdivision Committee shall be reported in <br /> writing to the subdivider within five (5) working days <br /> accompanied by one copy of the tentative parcel map as <br /> approved . One copy of the approved tentative parcel map <br /> and the accompanying data shall be filed in the Planning <br /> Department and the Department of Public Works . <br /> "Section 30. 23 . Required Findings . The Subdivision <br /> Committee shall disapprove a tentative parcel map if it <br /> makes any of the following findings : <br /> " (a) The map, design or improvement of the proposed <br /> subdivision are inconsistent with the general or specific <br /> plans , the Zoning Ordinance, or subdivision improvement <br /> requirements; <br /> " (b) The site is not physically suited for the proposed <br /> type or density of development; <br /> " (c) The design or proposed improvements are likely <br /> to cause substantial environmental damage , or substantially <br /> and avoidably injure fish, wildlife or their habitat , or <br /> cause serious public health problems; <br /> " (d) The design or improvements of the proposed <br /> subdivision will conflict with essential public easements <br /> for access through, or use of, property within the proposed <br />
