I . . <br /> .~. <br /> In response to Council questions, Community Development Director Nelson said the <br /> street lighting installation program had been on hold for the past few years, but was now <br />- ready to begin again. Director Nelson said she would provide a time line to Mr. Giannini <br /> and Council. <br /> MEMO 3/24/98 . <br /> City Manager Everett advised that the Police Department would contact Mr. Giannini <br /> right away. <br /> MEMO 3/24/98 <br /> Council Member Ira asked staff to provide detailed information on how many streets <br /> needed lighting, the criteria used, and the source and availability of funding. <br /> MEMO 3/24/98 <br /> B. Mary Morrissey Parden, Redwood Shores Owners Association, submitted a letter (on <br /> file in the City Clerk Department), and asked Council to enjoin the City of Belmont from <br /> going forward with the proposed Oracle expansion. She said, "The concern is that the <br /> already overburdened intersection of Shoreway Road and Marine Parkway (in Redwood <br /> City) will be negatively impacted by the Oracle Expansion proposed in Belmont." Mrs. <br /> Morrissey Parden requested that the Council "ask for direction from the City Attorney to <br /> determine if there is potential for cause of action so that legal time be given to analyze <br /> documents and traffic studies as well as the relationship of this project to the yet as formed <br /> Traffic Assessment District." (203) <br />- <br /> Mrs. Morrissey Parden provided a detailed history of traffic studies for that area, and the <br /> legal and technical requirements of forming a traffic assessment district. She said the <br /> voluntary nature of such a district was of great concern to her and the Owners Association. <br /> She asked that Council take action right away, and provide 30 to 60 day notification to the <br /> Association of any proposed land use changes in Redwood Shores. <br /> City Manager Everett advised that the City of Redwood City had no authority regarding <br /> the proposed Oracle expansion in Belmont, it was a land use issue in the City of Belmont. <br /> He said he understood Mrs. Morrissey Parden's concerns, but the City, "Now had close to <br /> 2/3 of the land owners statements that they would not fight the formation of the (traffic <br /> assessment) district. We feel there is a formal process we have to go through, but almost <br /> 2/3 have in fact signed an agreement that they will not fight the district." City Manager <br /> Everett described his recent discussions with the Belmont City Manager, and said the ErR <br /> would be certified in April, and the project would probably go to the Belmont City <br /> Council in May. He explained the traffic mitigation decisions facing Redwood City, <br /> Belmont and San Carlos and said Belmont was now willing to consider a clover leaf at <br /> Ralston. City Manager Everett said, "If that is so, it will assist that intersection and we <br /> want to put that in the (traffic assessment) district. We are waiting for them to certify the <br /> EIR. Once they have done that there are certain mitigations that are mandatory, and they <br /> will be loaded into the traffic assessment district."
