<br /> - . . . . - <br />- Council Member Ira asked that staff address the issue of parking in the whole <br /> downtown area, which would include Library parking. <br /> MEMO 3/24/98 <br /> In response to Council Member Hartnett's questions, Finance Director Ponty <br /> advised that the GID 1-65 bonds were retired two years ago, and each year the City is <br /> required to levy an assessment to cover the debt service. He said there was a balance <br /> of $120,000 which under the bond document requirements, must be spent on <br /> construction that would have been covered by the bonds. Public Works Services <br /> Director Ingram said the City had about $120,000 of estimated work to prevent <br /> further erosion of the storm damaged creek along the end of G Street. He said there <br /> was a good possibility of being reimbursed by FEMA for that work. <br /> In response to Vice Mayor Ruskin's comments, City Manager Everett said there <br /> will be a parking problem in the downtown area, based on UC Extension and the <br /> School District moving to locations on Broadway. He said, and the Theater is also <br /> concerned about having enough parking. He described the plans for a committee on <br /> downtown parking including the Economic Development Coordinator. <br /> Council Member Bain said he definitely wanted staff to look into expanding Library <br /> parking, especially during evening use. <br />- <br /> Parks, Recreation and Community Services Superintendent Hover distributed <br /> and described a proposed Master Schedule for buildings, operations, replacements and <br /> maintenance of all City facilities, buildings, parks, landscaping, medians, islands and <br /> circles for the next twenty years. He explained the matrix, which included everything <br /> from childcare facilities, replacing air conditioning units, asbestos removal, ADA <br /> requirements, barbecue areas and equipment, parking lots to restroom facilities. <br /> Council Members discussed the many maintenance problems with rest rooms in City <br /> parks. Mayor Howard described the BFI portable rest rooms that can be rented, <br /> either permanently or when certain events are scheduled, and suggested that staff <br /> research that alternative. <br /> MEMO 3/24/98 <br /> City Manager Everett said all cities face the same vandalism and maintenance <br /> problems with park rest rooms, and most cities eventually choose to install rest rooms <br /> in the largest, or what are considered regional, parks, and remove them from local, <br /> neighborhood parks. He said the public doesn't like it, but people, who use the <br /> smaller, neighborhood parks, usually live close by.
