<br />Councilman Claire said this presentation was the clearest report he had ever heard <br />since he had been on the Council. He said that over the years neighboring <br />jurisdictions have been extremely reluctant to participate in solutions to this problem. <br />Vice Mayor Ruskin asked Senior Engineer Chang to provide Council with <br />statistics on the impact of a new pump station on units in the mobile homes in the <br />Bayfront Canal area. <br /> MEMO 3/24/98 <br />In response to Council comments, City Manager Everett said the Council Utility <br />Subcommittee would meet and discuss storm drains and sewers, possible funding <br />mechanisms, and bring recommendations to the Council. <br />---------------------------------------------------------------------------------------------------------------- <br />Mayor Howard declared a recess at 9: 18 p.m. <br />Meeting reconvened at 9:33 p.m. <br />--n______-----------------------------------------------------------------______n_____-------------------------- <br />Public Works Services Director Ingram said Cordilleras Creek was primarily a <br />natural creek except at crossings at major streets. He described staffs meetings with <br />the neighbors providing them with information on the original bond issue of GID 1-65 <br />in the 1960's and 70's. Director Ingram described the report on the Cordilleras Creek <br />watershed management and improvement, and said a "large majority of the impervious <br />surfaces in that water shed are in San Carlos and the County." He said the money left <br />in the OlD 1-65 account should be put towards interim repairs at the end of G Street, <br />which would help the affected property owners as well as the Creek. <br />Public Works Services Director Ingram said if the Council wished to put a high <br />priority on resolving the water issues in the City, it would be advisable to bring <br />professional resources to the problem. He said there are good models available, <br />facilitated processes, involving all the stakeholders, working together to negotiate and <br />compromise on solutions. He said lining the Creek with concrete is not necessarily the <br />best solution. Director Ingram said the areas needing attention include: program <br />coordination, public awareness, funding mechanisms, and project management of <br />specific projects. He said they would all need lots of notifications, mailings, meetings, <br />and highly coordinated efforts with other agencies, such as the Corps of Engineers, <br />BCDC, Fish and Game, etc., and environmental law. He said the real next step was to <br />bring key resources to the effort. <br />In response to Mayor Howard's questions, Director Ingram advised it would be best <br />to start with the whole picture, identify the problems and funding mechanisms, deal <br />with the legal issues, and then break it down into discrete projects.
