them that we are serious, when it comes to moving the... tide gates... But, that's
obviously down the line. That's declaring war on Menlo Park and Atherton. But let's
just not assume before talking with Menlo Park and Atherton, that we can't do it. Let's
look at the big picture and see if we can't solve both of these problems in the next two
years."
Council Member Hartnett said the problem couldn't be solved in the next two years,
but the Council needed to look at what improvements could be made. He said, "If we
determine at the Council level that we have the will, politically and financially, to
attempt to do it, then we have to plot out relatively significant periods of time in which
to do it. But, if we do decide to do it, we have to do it in a rigorous way, where we
actually say we are going to do it, here's what we need to do, and be sure we take those
steps required to implement it."
City Manager Everett sunIIDarized Council's comments, "The entry level question is,
does the Utility Committee have... some specific recommendations that would bring
some money to the table or not. Only at that point do we begin to take a look at the
broader context and begin to develop the values and philosophy or guiding principles.
However, we can look immediately, and using GID money now.... figure out a way to
start getting the storm damage fixed. We can also, while we are waiting for the Utilities
Committee, have a more serious discussion with Atherton, Menlo Park, and the Feds, at
least don't write them off, and begin to ascertain what level of political commitment if
any, they have." He added that the GID 1-65 funds would be used for Cordilleras
Creek repairs, and the City's legal department would be asked to research this issue.
MEMO 3/24/98
3) Public comment;
Terry Krueger, 333 G Street, told the Council she and her neighbors were attending
the meeting to let Council know what has happened to them and their homes. Mrs.
Krueger provided background on her neighborhood's attempts since the early 1970's
to have the City protect them from an overflowing Cordilleras Creek flooding into
their homes. She said it seems that every ten years new studies are done, but nothing
ever happens, no improvements were ever made. Mrs. Krueger said she and her
neighbors have been extremely frustrated over the years watching the creek
deteriorate with nothing being done. She said the easement behind their fences that
use to be there, and is still on the parcel map, has eroded, and now their fences are in
jeopardy of falling into the creek. Mrs. Krueger said her home has flooded three
different times. She said that she and her neighbors wanted to be taken seriously, this
is not a new situation and the City didn't need to start all over again with more
studies. She said Director Ingram had been wonderful, but the neighbors needed help.
Mrs. Krueger said, that at one time there had been $650,000 set aside for repairs. She
expressed her dismay that the City would ever fix the problem, and said she would
again have to put in claims against the City, as well as San Carlos and CaITrans.
